I think he's making smart bets here. Stranger on stranger attacks are rare and rarer still in the home (yes they do happen). Even if they believed Tina may be involved in some way, or was already deceased, you have to assume that she is in danger and act accordingly. Investigators always start with the inner most associated circle and spiral out, because statistics and sociologically that's where you find they "why" which leads to the "who".
